For example, a Foreman Mason was recently engaged for these works. Is he to be paid by the firm, and be their servant, for the time being, or is he to be the servant of Government?
Personally I believe that the best plan would be to agree with the firm for a remuneration for their professional services, and allow them to send in separate accounts for out-of-pocket expenses, such as I have described, the said accounts being paid after approval of the Director of Public Works, according to the routine of the Department.
